The man was Sasahara Goro (Tetsu Watanabe), a former police officer who secretly orchestrated the conflict between Tendokai and the Tōnin Rengō. Now, Sasahara was the Tokyo Metropolitan Police Commissioner. Washio demanded Sasahara arrange a meeting with Prime Minister Kenzō Anan (Ikki Hankai).
